美国媒体认为，特朗普的执政计划新内容很少，凭借这些政策力挽落后选情前景不容乐观。

Next, I will work with Congress to introduce the following broader legislative measures and fight for their passage within the first 100 days of my Administration:

1. Middle Class Tax Relief And Simplification Act. An economic plan designed to grow the economy 4% per year and create at least 25 million new jobs through massive tax reduction and simplification, in combination with trade reform, regulatory relief, and lifting the restrictions on American energy.

Reforms will also include cutting the red tape at the FDA: there are over 4,000 drugs awaiting approval, and we especially want to speed the approval of life-saving medications.

解读：特朗普“葛底斯堡演说”能否扭转乾坤？

距美国大选投票日仅剩17天，共和党总统候选人唐纳德·特朗普10月22日在宾夕法尼亚州葛底斯堡发表演讲，阐述自己一旦当选总统后准备用“百日新政”来“颠覆旧建制”。

有分析指出，特朗普选择在葛底斯堡进行政策演说，并引用前总统林肯的名句誓言打造一个“民有、民治、民享”的新政府，象征意味深长。

选址葛底斯堡可谓用心良苦

在当天共和党组织的集会上，特朗普一改往日即兴发挥的“大嘴”风格，演讲内容的每个用词似乎都经过反复考量。特朗普在演讲中称赞林肯的总统任期是修复国内巨大分歧的典范，他反复引用林肯的演说名句，誓言就任总统后打造一个“民有、民治、民享”的新政府，“我希望我们能够向林肯看齐，修复我们现在面临的分歧”。

试图将自己塑造为“变革因子”

最新民调显示，特朗普与希拉里的支持率差距收窄，但仍落后四个百分点。分析认为，特朗普选择在葛底斯堡发表“百日新政”演说象征意味深远，葛底斯堡战役是美国内战的“转折点”，暗示着特朗普方面期望此次葛底斯堡演讲也能成为他的白宫争夺战的转折点。

英国广播公司也指出，宾夕法尼亚州历来是美国总统大选的主战场之一。虽然特朗普团队反复强调此次讲话的重要性，宣称其中提出不少具体的施政方案，但分析人士认为特朗普的执政计划中新内容很少，凭借这些政策他很难挽救落后的选情。

特朗普在演讲中也不打算放过“不诚实的主流媒体”，誓言若当选总统将打破媒体行业的垄断局面。因为在这次大选中，特朗普反复控诉美国的主流媒体对其报道充满偏见。他认为媒体编造谎言，极尽所能把自己描绘成一个“坏蛋和危险人物”。
